Why is it for lead bullets only when used with pistol loads?

It was designed for pistol and lead but it turn out it much more versatile. I don't see under the new guidelines ruling out copper condom bullet. Basically if your not compressing the charge it's OK. It's not a high velocity powder, the Plinker holy grail.
